Concrete normally protects embedded steel through a passivating alkaline environment. Chloride ions break down that passivation. Once they reach the reinforcement, corrosion begins, the steel expands, and the surrounding concrete delaminates and spalls. In post-tensioned decks the exposure is more serious still, because the tendons are structural elements under load.

In an open lot, chloride-laden meltwater runs off.
